IPHRC Statement on the human rights situation in Aleppo – Syria

The IPHRC expressed its shock and dismay over the reports of widespread atrocities in the last few days in the city of Aleppo, in Syria, which has resulted in scores of killings and injuries to civilians in particular the women and children. While strongly condemning the ongoing human rights violations, IPHRC reminded all parties to the conflict in Syria of their obligations to protect civilians and abide by international humanitarian and human rights law, in particular the Syrian Government and its allies. 

Shocking images and alarming videos from Aleppo have surfaced on Media that give harrowing accounts of atrocities including summary executions. Desperate calls are also being made by Aleppo residents through social media for immediate intervention by the international community and United Nations to stop the ongoing carnage as well as to save the lives and dignity of city inhabitants. These graphic images are enough to shake the conscience of the world. Unfortunately, however, the United Nations Security Council and other relevant actors failed to act quickly and decisively, which could have enabled a humanitarian truce, safe exit of civilians and passage of humanitarian assistance. The inaction also exacerbated hostilities and resulted in scores of civilian casualties and destruction.    

The Commission echoed the words of the UN Secretary General that we have collectively failed the people of Syria. It also supported the call made by the UN High Commissioner for Human Rights to the international community to pay heed to the cries of terrorized people of Aleppo and to take urgent steps to ensure that the tens of thousands of affected people including those who are fleeing, surrendering or being captured are treated in line with international humanitarian and human rights law.

IPHRC urged the Security Council to rise above political considerations and take immediate and stern actions to bring an end to the hell being let loose in Aleppo as well as to force all parties to the conflict in Syria to agree on an inclusive political solution of the wretched crisis that has destroyed the country and forced millions to become homeless in the past five years.

IPHRC welcomed the convening of an emergency meeting of OIC Executive Committee at Ministerial level and urged them to take concrete decisions with firm follow up actions to ensure that all possible assistance is extended to the affected Syrian brethren as well as to work with relevant actors in the international community to bring an end to the festering conflict. 

Together with prayers the time for action has started. The history will not easily absolve us from this inaction, the Commission reminded.
